feat: add TIER IV datasets

This adds a page under Autoware Documentation for the annotated data.

I downloaded the TIER4 dataset of this zip:

After I finished decompressing, I found that the LIDAR CANCAT folder in this folder(1e4f67df-a759-4597-add2-d89cf2bade2d) was missing some lidar frames, including keyframes and non-keyframes.
