New setuptools versions no longer support description-file. It needs to be description_file

Example error when trying to install:

      setuptools.errors.InvalidConfigError: Invalid dash-separated key 'description-file' in 'metadata' (setup.cfg), please use the underscore name
      'description_file' instead.
