The owner wrote back and is unfortunately not interested in transferring as they wish to keep the project. They mentioned they "may" be open to having maintainers and when I asked them if they were interested in adding you as a maintainer themselves, they never responded back. So, it doesn't sound like they are interested in transferring this project to anyone. I know this isn't news that you wanted to hear, but per PEP 541 rules, unfortunately, we cannot approve your request. I would advise on choosing a different name for your project.
