Hadolint (Haskell Dockerfile Linter) was thinking that Dockerfile.svg was an actual dockerfile to format. But it is an svg file. I added 00baae7 to ignore svg files for hadolint.

Will add the change to the https://github.com/autowarefoundation/sync-file-templates as well after this is merged.

I'll merge it since it's not making significant/dangerous changes. And the parent pr was already merged.
