After asking on the CDE mailing list, Jon Trulson informed me that installCDE was using the new -destdir option to indicate the directory where the desktop should be installed. I have added that option to installCDE and made some minor changes to create the /usr/share/doc/cde-$version directory.
I have been able to generate and install the RPM on Scientific Linux 7 (~=Centos 7). The remaining issues are the permissions on dtmail, and the absence of help files and the instant program.
