This was done by deleting it and running npm install. This bumps the
lockfile version to 3 and bumps lots of transient dependencies, which
has the important side effect of resolving all npm audit issues.

According to https://docs.npmjs.com/cli/v9/configuring-npm/package-lock-json#lockfileversion lockfile version 3 is supported since npm 9 and backwards comaptible to npm 7. Following https://stackoverflow.com/questions/51238643/which-versions-of-npm-came-with-which-versions-of-node it looks like Node.js 18 came with npm 8, so this should work in GCP too.
