Update everything for Logstash 7. Mostly testing changes. The existing code actually supports version 7 but this patch is to make everything nice.
There are still some test infrastructure changes required before this can be merged. In particular, the Dockerfiles for the test containers keep experiencing bit-rot as distributions and JVMs get older and older.
