Add DOM-based device info panel builder

Summary

• add a DOM/SVG-based createDeviceInfoPanel helper to visualize device info, GPU class, vendor, features, and extensions
• surface WebGL extension lists or generic feature summaries with shader highlighting and inline styling
• export the helper through the experimental package and document usage in the README

Testing

• yarn lint --fix (fails: repo-wide unresolved module paths reported during lint)
