Use rosdep to resolve dependencies so that we can bloom this package as a debian release.

@reinzor will this work for other distros, like humble and foxy, or only for jazzy? |

The ros distro file is the same for all distro's so this should work for every distro. But luckily we have CI that can verify this :). |

But CI fails due to some unrelated Auth issue... |

It's due to the docker push action. I'll fix it. |
