This removes use of Modelica Standard Library 3.2.3 finally updating the model codes to use MSL 4.0.0

closes #539

* Migration to MSL 4.0.0

* Completed conversion to MSL 4.0.0

* Moved configuration to pyproject.toml and switched to ruff for linting/formatting

* Bump version

* Use ruff over black in CI

* Added ruff excludes

* [skip ci] Move supported versions

* Use newer Ubuntu

* Set upper numpy limit and use OM image Python

* Use modelica image for module build test
