Since this is only adding GHA to the SOM API plugin, I think we should somehow fix the GHA here (moodle) to be able to fetch private repo first before I will merge this PR for now.

ok, but then please hold off on merging #36 and #35, otherwise we'll end up with a dependency mismatch. pls scratch that, i was thinking about a different plugin.
