Do you need it?

Can it then be to version 1.3? It will be easier to do that 1.0, but I am learning this, sa probably 1.0 is also doable but with lots of #IFDEF directives.

Based on https://docs.microsoft.com/en-us/dotnet/standard/net-standard netstandard1.3 can be consumed starting from framework4.6. Is it then ok for you, cause your current target is 4.5.2.
