update app to fix a bug #3

App is broken. This is a fix.
Move app config logic to app.py. - This is necessary to avoid the error that stems from any streamlit function being called before calling `st.set_page_config()`.
move `use_wide_layout()` function to utils.py.
move `use_wide_layout()` back to utils.py
