1. Description

This is a part of #476.

2. Technical Details:

For complete-deposit-wrapper contract calls, the signer needs to check for the associated confirmed BTC transaction on the canonical bitcoin blockchain and that there is no other complete-deposit-wrapper contract call transactions on the canonical stacks blockchain.
