Not sure how this was overlooked before. Adding superbias.py for creating superbias reference files using Armin's dPTC method. I'm not sure if this is the latest version of this or not. I had to re-fork the repo and as part of that I noticed this file had never been pushed.
Making this PR to remind myself to check this script against those that are already in the superbias directory of the repo.
