  1. Support auto detection of text encoding for CSV and TSV 

    Read CSV/TSV file with detected encoding by using Ude (Mozilla Universal Charset Detector).
If data is not enough to detect, use system default encoding is used.
New package "Ude" is added to ExcelMerge project.
