This commit resurrects readme describing how to load Z3 bindings only which was accidentally deleted by commit 1885beb 'Rename package "MachineArithmetic" to "Z3"' While at it, it moves it to top-level directory outside of Tonel-managed files to prevent Pharo from removing it. Reference from Z3 sources have to be updated anyways as packages moved around.
