Overview
This is an attempt to decouple the contour configuration structs from the underlying envoy stats listener configs and creating a more flexible stats listener configuration API.
Motivation
This was motivated by adding the global connection limits overload manager configs (see projectcontour#6794) and how the listener cache api was getting muddled.
