Refactor: [UUI-241] Dependacy version bump and build process update

Changes:

• bumps all dependencies to latest
• removes old build.sh file and adds a webpack v5 config file
• building & tests compatible with Node 18.x.x
• updates Jest test configuration to be compatible with Node 18.x.x
• removes known vulnerabilities from outdated libraries (only 1 remaining in JSDoc dependency)
