Currently, ubuntu-latest is ubuntu-24.04. ubuntu-24.04 ships with python 3.12 which is newer than python 3.11 (the version we previously manually installed).

don't pass -Crelocation-model=static to host targets
Previously, the error message didn't make it immediately obvious what went wrong. Let's be a bit more explicit. Note that "attempt to add/subtract with overflow" is the panic message used by Rust for normal arithmetic operations.
Document when the functions panic and mention Step as an alternative for those looking for a successor/predecessor operation.
Ubuntu 20.04 has been retired.
