According to rust-lang/rust.vim#45 (comment) , all the editor stuff used to live in-tree. This strongly suggests that most of the rust-mode work was done under the dual license which this PR adds.

Resolves #75
Partially addresses rust-lang/rust#25664

Matching Rust, because this code probably used to live in the Rust tree.

I've made this Emacs extension change using Vim. Such rebellion.
