different compiler settings can drastically change the performance of the reference system. we should establish a set of standard compiler settings to use when performing benchmark tests

@razr @ralph-lange @christophebedard @hyos did we ever decide what we should define the compiler settings to be for this reference system? I remember we wanted to specify them as a requirement, but I dont remember what those settings were

I'm not sure what flag set the ROS2 uses while releasing Debian packages for Ubuntu? We could use the same.
