Motivation

• Bump the gem patch version to 0.5.17 and keep the repository tests/specs in sync with the new version.

Description

• Update the PATCH constant in lib/eth/version.rb from 16 to 17 and update the expectation in spec/eth_spec.rb to expect "0.5.17".
