The describe blocks in the 1559 spec were all sitting under the initialize block, which seems like not the intended structure (especially when comparing with other specs). This provides the minimal change for this and another minor whitespace comment change for consistency. The diff below looks way scarier than the change is -- essentially there is an end block that is moved from the end of the file to before the .sign describe block and then the corresponding whitespace changes.
