Package releases are laid out in an HTML table. The "Upload Timestamp" column gets populated with the upload timestamp of the first artifact in the distribution (as returned by the pypi API).
For releases that do not contain any artifacts, the version anchor tag does not apply, and the other columns are populated with "Not available."
