Can I ask why inline this & Natural Earth license but not the other ones?

Because the actual license text of CC-BY 4.0 and the ODbL are many times longer than this document:

The MIT license and NE's Public Domain dedication are just a paragraph and it is reasonable to reproduce those here. If you find some precedent for fully inlining those license texts, we can adjust this, but I think this is a reasonable approach.
