Also only build tools once per makefile usage, error out if the submakes fail (only make 4.2+), print truncated link statement in terminal

Description
Needed for data/battle_anim_scripts.s since those pass fixed point values
Currently only Q_8_8 and UQ_8_8 are supported, with a single decimal number.
