This PR addresses an issue where toaster notifications were not appearing after updating billing details.
Changes include:
CustomerPortalSettings.tsxto trigger toast notifications via URL parameters.Toastercomponent toportal/layout.tsxto ensure toasts are rendered on portal pages.
