[cuda extension] Skip installation if already present

Right now the installation is executed every time, if it's already installed it will be fine and eventually skip with a no-op but it would be a lot cleaner to skip it.

I have tried to fix the error regarding the cuda reinstallation. Please check the commit.I have added the bash command at last which helps in checking whether the cuda command is installed or not based on that the installation is done and TODO tag added in the coding file is also updated by adding the checking preconditions function for each class Nvidia and cuda.

Thanks for looking at this. Can you please open a PR for review. I looked at your commit and noticed that you're doing the checking in the code just in the bash script. I would like to have it actually not trigger the install mechanism instead of triggering it and doing nothing to achieve it.

Why did you update the preconditions to resolve this issue?

I’m interested in helping with this issue. From the discussion, I understand the goal is to avoid triggering the CUDA install mechanism entirely when CUDA is already present, rather than running it and no-op’ing inside the script.

Before I start, could you confirm whether PR #335 fully addresses this from your perspective, or if there’s still room for improvement here? I’d be happy to help refine or extend the existing approach if needed.
