Library changes needed to support and test Direct Access Credentials.
Added provisioning steps in appholder and identity-issuance to support certifying DirectAccessCredentials as well as dynamic registration in appholder and wallet to switch AID registration from the app to the SE when the phone is powered off.

This is a preliminary PR to get show direct access integration with wallets. Some functionality like checking for used slots and swapping active credentials to distribute usage isn't yet included since the applet implementation for that isn't complete yet.
