Dependency updates:

• Updated the kubelet submodule to commit e4a4167c and changed the KUBELET_GIT_VERSION in the Makefile to match. [1] [2]
• Updated the ovn-kubernetes submodule to commit 1938041f.
• Bumped github.com/openshift/api and github.com/openshift/client-go to newer versions in go.mod.
• Updated k8s.io/utils and sigs.k8s.io/controller-runtime to newer versions in go.mod.
