Don't use doozer images:print to retrieve latest build NVRs

When retrieving NVRs of the latest builds in a group, art-bot used to call doozer images:print. After migrating to Konflux, this command does not work properly and migrating it to Konflux requires deeper refactoring.

Instead, manually retrieve list of images that ART builds from ocp-build-data and look up their latest build NVRs in BigQuery
