Imagemagik does not come with HEIC support by default, so we need to build it from source

Implement HEIC and HEIF support for photo uploads, enabling iPhone users to upload their images. Update backend and frontend to handle HEIC MIME types, convert HEIC files to JPEG for browser compatibility, and maintain support for existing formats. Ensure all necessary dependencies are included in the Docker setup.
