build: remove --dry-run semantic release argument

The dry runs of 22 (https://github.com/openedx/paragon/actions/runs/12286706991/job/34287361416) and 23 (https://github.com/openedx/paragon/actions/runs/12287306206/job/34289100767) worked as expected!
