We don't push MFEs to the npm registry.
Achieves part of openedx/public-engineering#284

Why remove package-lock.json?

Thanks for the review, @kdmccormick. I see that a couple of thousands of lines were removed. I only removed the semantic release package and updated the package-lock.json with npm install.
