Bug reports in repo: Use new template forms

Types of changes

• Bug fix (a non-breaking change which fixes an issue)
• New feature (a non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)

This PR implements the new Github template forms for bug reports.
The objective is to help maintainers investigate issues more effectively by collecting required information
