Includes a preliminary refactoring to move logic to determine available runtimes from the
RuntimeFramework
class to theRuntimeFrameworkService
class.The fix applies to all packages containing the standard console runner but not to the NetCore runner. That runner currently only executes tests in process so it must be run under an X86 version of dotnet in order to run X86 tests.
