Add pyproject-fmt and validate-pyproject hooks

What does this PR do?

Pre-commit hook additions for pyproject.toml:

• Added the pyproject-fmt hook from tox-dev/pyproject-fmt to automatically format pyproject.toml files, with tox as an additional dependency.
• Added the validate-pyproject hook from abravalheri/validate-pyproject to validate the structure and contents of pyproject.toml files.
