It seems there is duplicated project metadata in
setup.cfgandpyproject.toml. This PR moves/merges the metadata topyproject.toml. Note thatsetup.cfgis retained to support the deprecateddata_filesoption. I don't believe there is an equivalent with the conventional data files support.
