I don't know why the checks haven't run. Perhaps there was a glitch with GitHub Actions?

We haven't configured the release action in a way that allows actions to run.

Will somebody be processing this PR now in order to release 0.31.0 or does it need to wait for another event to occur?

The release process isn't described in https://github.com/nodejs/corepack/blob/main/CONTRIBUTING.md so I don't know how this is supposed to work. It seems like the PR needs to be closed, then re-opened and then auto-merge (squash) enabled.
