This updates the ENDF test files for electron and photoatomic data to ENDF/B-VIII.1 (to be equal to GNDS test files).
The data between endf80 and endf81 did not change significantly:
These changes have no impact on test results (we did add the endf80 case to verify we correct the identifiers as required).
