Summary

See opennextjs/opennextjs-netlify#2693.

Starting at 5.9.0 the build plugin and npm package will be renamed from @netlify/plugin-nextjs to @opennextjs/netlify.

This adds support for the new name and changes the framework detection to automatically use it going forward.

I didn't update packages/framework-info because it isn't used — see #5819.

Supersedes #5896 because I didn't know it had already been done 😁

NOTE: we shouldn't release this to buildbot and cli until the @opennextjs/netlify package exists.

Should this use new package name for next@>=13.5.1 only and otherwise use old version?
