On macOS run Swift Package Manager commands with --disable-sandbox flag
and either add $PWD/.build/pkgconfig directory to PKG_CONFIG_PATH
environment variable or run ./prepare and copy generated file
$PWD/.build/pkgconfig/perl.pc to /usr/local/lib/pkgconfig/.
