Adds a new configurable action for setting comments (without also closing, locking, or reopening, which our other actions do).
Adds 2 workflows, for debugger bugs and debugger feature requests, as per discussion with Bob.
.js files are generated from the .ts files. Existing .js files were also regenerated. These should be the same or equivalent.
