chore(set-react-version): support overrides

Description

Added --overrides flag to set-react-version script to allow integrators to override package versions.

Test plan

1. Run npm run set-react-version 0.76 -- --overrides '{ "react-native-macos": "1000.0.0" }'
   • The -- is important otherwise npm thinks it's a flag to the run command
2. Verify that react-native-macos is set to 1000.0.0
