lv_i18n is relying on some unintentional behaviour within glob <8 on Windows. Until we can address that, back down to the latest glob 7.y.z

Summary by cubic
Fix CLI tests to run on Windows by invoking Node explicitly instead of executing the script directly. Also normalize path joins and temporarily downgrade glob to 7.x (and bump js-yaml) to avoid Unix-only assumptions and ensure consistent errors across platforms.
