That said I do want to include your change into my fork & PR. However, before I do that - I'd like to understand the fix a little bit better. How does
this work? It seems like this only works when we want to show users for user-owned repositories, but when it's an organisation repo, it won't work.

Is that correct? or will this work for organisation owned repos too?

For orgs you should set plugin_notable_repositories: yes. See the documentation:
