そもそも別環境で別のStackを立ち上げている前提だと思うのですが、開発環境のデプロイとかってどこかに手順ありましたっけ？

現時点では AWS のアカウントは同じになります。開発者ごとに何らかの形で使う Stack などを切り分ける必要があります。その記載については別途 Issue で扱いましょう。
