Implementation of the https://gitlab.freedesktop.org/wayland/wayland-protocols/-/merge_requests/238 wayland protocol. It allows to identify unique toplevels (windows) in order to set their initial size and position
until we have more recent wayland-protocols version in Mint

It allows to identify unique toplevels (windows) in order to set their initial size and position. Useful for identifying per app windows, which would help with configurability and scriptability.
