👻 Update CODEOWNERS to match OWNERS.md (#1953)

Updating the `CODEOWNERS` by: - removing old groups that no longer exist - remove the path that doesn't exist - individually add owners/reviewers Now it should match `OWNERS.md` and let new PRs auto-request reviews. Signed-off-by: Scott J Dickerson <[email protected]>
